KHALIL IBRAHIM ON INTERPOL WATCH LIST

2. (C) We understand that a "Red Notice" for JEM leader
Khalil Ibrahim was placed on an INTERPOL list at the request
of Sudan in May 2007. We are unclear what implications, if
any, this may have for the USG and the GoC. The notification
indicates that the GoS has issued a warrant for Khalil's
arrest for allegations of "murder, incitement, assault and
terrorism." According to the terms of the Red Notice, the
GoS requests detention of Khalil as a first step toward
extradition, should he be detained in a country with an
extradition treaty with Sudan. Chad has no extradition
treaty with Sudan. As we understand it, because the Interpol
list is an information-sharing tool only, the GoC is not
obliged to inform Interpol of Khalil's whereabouts.
3. (C) ACTION REQUEST: That the Department tell us what
the implications for this Mission are, if any, of the
INTERPOL action vis-a-vis Khalil Ibrahim, regarding our
relations with the GOC and regarding our contacts with JEM.

JEM SEEKS DEAL ON "CIVIL SOCIETY" REPS IN DOHA

4. (C) One of Khalil's close advisors approached Embassy
staff October 23 to discuss Khalil's pique at not feeling he
had the right to select his own accompanying "civil society"
representatives to UN/AU Negotiator Djibrill Bassole's
conference with such reps in Doha in the coming weeks
(reftel). The cousin proposed that S/USSES Gration and
Bassole come up with lists of individuals who could form part
of a civil society delegation to accompany the JEM to Doha,
just as the U.S. had "approved" (in the JEM's thinking) the
civil society reps accompanying the GoS to the event.
According to the cousin, the SLA might have ideas of its own
about civil society reps who would accompany that
organization to the next Doha event.
5. (C) We are prepared to meet with Khalil or his advisors
here, as we did last week, to pass messages or seek
information regarding JEM actions and policies.
6. (C) ACTION REQUEST: That the Department provide
guidance and talking points as appropriate if and when it
wants us to engage with JEM.
