Econoff delivered July 24 reftel invitation to Mbaikombe Guetimbaye
Abel, Deputy Secretary General of the Ministry of Commerce. The
Deputy SG said that the Ministry had been notified of the forum by
the Ministry of Foreign Affairs but had yet to receive any formal
invitation from the Kenyan government. Mbaikome said that the
Commerce Minister was out of the office until July 27 and would not
make a decision on attendance before that time. When told that the
USG was not providing financial assistance for countries to attend
the forum, the Deputy SG noted that the GOC could send someone from
the Chadian Embassy in Addis Ababa, if the Minister was unable.
