1. (SBU) On May 11, 2009, Ambassador Nigro convened an EAC
meeting to discuss the rebel situation in eastern Chad and
review decisions made at the previous EAC on May 8. EAC
meeting was attended by DCM, RSO, CON, Pol/Mil, DATT, AID,
Pol/Econ, MED, IMO and PRM.
2. (SBU) The following assessments were made:
a) The situation in eastern Chad appears to be stabilizing.
b) The situation in the capital and other regions continues
to be calm and normal.
3. (SBU) The following decisions were made:
a) TDYers in country may remain.
b) TDY arrivals are approved on a case-by-case basis.
c) Official travel to eastern Chad is prohibited without
express EAC authorization.
d) Embassy will reassess travel to eastern Chad daily until
the security situation becomes more clear.
e) Normal visa and other consular services will resume
immediately.
4. (SBU) EAC will reconvene as events require.
