(U) The Government of the Republic of Chad makes its annual budget publicly available in print format, issued by the Ministry of Finance's Department of Budget. The government also formally publishes the budget in the GOC Official Journal. The annual budget details revenues by activity and expenditures by ministry. ¶2. (U) The IMF's PEFA (Public Expenditure and Financial Accountability) team recently noted that a significant portion of GOC expenditures are "extra-budgetary." The GOC acknowledges that it needs assistance in the area of public finance management and works with the variety of donors -- IMF, WB, EU -- to improve its capacity. ¶3. (U) The GOC has shown progress in its efforts to standardize its procedures and increase transparency, but much work remains. The IMF, WB, and EU programs in the area of public finance management are small; there is insufficient donor assistance to adequately support the GOC's efforts to competently manage its budget. NIGRO
