"POWER MINISTERS" UNCHANGED

1. (SBU) President Deby and his PM affected a relatively
minor shuffle to the cabinet 3/23, which left unchanged the
leadership in all critical "power" ministries, including
Defense, Foreign Affairs, Interior, Infrastructure,
Education, Finance, Justice and others. All four of the
former opposition party leaders brought into government last
year to head the Defense, Justice, Agriculture, and
Urbanization/Land Use ministries remain in place.

IMPORTANT CHANGES
--------------


2. (SBU) Of some practical significance was the replacement
of energetic and effective Health Minister Djona by a Deby
confidant, FN Djaibe, formerly the President's personal
physician and Secretary General of the Presidency since 2007,
as a reward for faithful service. The Transport Ministry was
folded into Infrastructure, enhancing Minister Younousmi's
already formidable power. The Energy Ministry was folded
into the Petroleum Ministry, increasing Minister Mahamat
Nasser Hassane's influence in this sector. Deby loyalist and
former Defence Minister Mahamat Ali Abdallah Nassour moved
laterally from Livestock to Mines and Geology.

SETTING THE STAGE

3. (SBU) Although this shuffle raised the number of
ministers to 41 from 38, saw seven ministers dismissed and
ten others elevated to ministrerial rank, its political
impact likely is not great. It does, however, set the stage
for the PM's scheduled appearance before Parliament at the
end of March to present a "balance sheet" on his government's
performance and accomplishments since it was installed last
(Ref B).
