1. In reply to the Secretary?s letter (Reftel),Post
received April 29 the following letter dated April 24
from Prime Minister Raila Odinga. Original to follow via
pouch.

2. Quote:
Dear Madam Secretary of State,
I thank you for your letter of April 9, 2009. Your
concerns and suggestions regarding the progress of
reforms and future stability of Kenya have been received
with the spirit of friendship.
Appreciable progress has been made in the last twelve
months in moving forward the National Reform Agenda.
Substantial challenges however remain, particularly
resistance from entrenched anti-reform elements
interests. A concerted effort by pro-reform elements in
Kenya supported by an engaged international community
will no doubt make the progress on reforms more rapid.
I fully share your concern that issues of impunity and
accountability be addressed in order to eliminate the
risk of renewed violence and to tackle endemic
corruption. Again, our national efforts in this regard
will need to be complimented by engagement of friendly
countries such as the United States.
My determination to push the National Reform Agenda
forward within the timelines agreed under the National
Accord remains firm.
