1. (SBU) Emphasizing the high priority the USG places on Kosovo's
success and the need for Kenya's support for Kosovo's application to
the World Bank and IMF, the Ambassador delivered reftel demarche to
Minister of Finance Kenyatta on April 15. Kenyatta, carefully
considering the Ambassador's points, replied that the request seemed
"reasonable." Kenyatta indicated that he would consult within the
Finance Ministry before providing us with a formal answer.
2. (SBU) Separately, Econ/C delivered the same points to Ministry
of Finance Economic Secretary, Geoffrey Mwau. Mwau, the third
ranking official in the Ministry, is familiar with Kosovo from his
recent experience working with the IMF in Washington. Mwau told
Econ/C that he would be recommending to the Minister and Permanent
Secretary that KENYA vote to support Kosovo's membership in both the
World Bank and the IMF. Mwau indicated that he didn't "see any
problem" in KENYA taking this position.
