1. On March 19, Acting Pol Counselor delivered reftel
demarche to Ambassador Binsai Chepsongol, head of the
Americas division at the Kenyan Ministry of Foreign Affairs.
Chepsongol expressed surprise that Kenya was a signatory to
the Hague Code of Conduct Against Ballistic Mission
Proliferation (HCOC) and noted that, to his knowledge, Kenya
did not have a ballistic missile or space launch vehicle
program and therefore had nothing to report. However, he
agreed to consider submitting a "nil form" if forwarded a
blank copy of the form. Post requests that ISN/MTR email the
form to meyersrl@state.gov for forwarding to the Kenyans.
