(S) Summary: This cable is in response to reftel request for information from Treasury's Office of Foreign Assets Control (OFAC) on Ahmed Nur Ali Jumale and the Al-Barakaat group of companies. We obtained all of the information on the various entities in all locations directly from Mr. Jumale. Since the listing of Jumale and al-Barakaat in 2001, most of these organizations are now defunct. Post recommends that the investigation process be expedited and that Washington strongly considers the case for de-listing Jumale and al-Barakaat. End Summary. ¶2. (S) Since October 2008, the Somalia Affairs Unit has been in contact with Mr. Jumale in his capacity as Chairman of the Djibouti-based Somalia Business and Investment Council (Ref B). We have collaborated with Jumale on outreach to the Somali business community in support of the Djibouti peace process. After the resignation of Abdullahi Yusuf in December and the subsequent withdrawal of Ethiopian troops, Jumale was instrumental in brokering political arrangements that prevented large-scale violence in Mogadishu. In all of our interactions with Jumale, he has demonstrated a firm commitment to support the peace process and to resolve outstanding issues associated with his and al-Barakaat's 2001 designation as "Specially Designated Global Terrorists." ¶3. (SBU) In February, we met with Jumale in Djibouti and went through the list of al-Barakaat offices provided in Ref ¶A. During the meeting, Jumale gave us a copy of the "Request for de-Listing from the Consolidated List Maintained by the Security Council Committee" which we provided to the Department as ref c. He noted that the entities of primary importance, with assets that were frozen at the time of the listing are the following: -- Barakaat Bank of Somalia -- Barakaat Telecommunications Co. Ltd. -- Barako Trading Company -- Al Baraka Exchange LLC ¶4. (SBU) During the meeting, Jumale indicated that even if the Security Council Committee listing could not be immediately challenged due to the block placed by UNSC member Russia, that he is prepared to work in collaboration with us to provide any information necessary to address Treasury,s Office of Foreign Assets Control (OFAC) listing. To this end, Jumale readily worked through the list of offices and addresses in Ref A and he provided the following information directly to Pol/Econ Off. -- Al-Baraka Exchange, LLC P.O. Box 3313, Deira, Dubai The name and address of this office are correct. -- Al-Baraka Exchange, LLC P.O. Box 20066 The address for this office is incorrect. -- Al-Barakaat Group of Companies Somalia Ltd. P.O. Box 3313, Dubai This is the name of the holding company that represents the four companies listed in para 3. The name and address are correct. -- Al-Barakaat Finance Company P.O. Box 3313, Dubai This name is not correct. No entity ever existed in this name. -- Al-Barakat Global Telecommunications a.k.a Barakat Globetelecompany P.O. Box 3313, Dubai This entity existed at the time of the listing in 2001. When other assets were frozen, this company closed. It is now defunct and does not exist. -- Baraka Trading Company P.O. Box 3313, Dubai The name is not spelled correctly (should be Barako). No entity ever existed in this name. -- Barakaat Construction Company NAIROBI 00000410 002.2 OF 004 P.O. Box 3313, Dubai This entity and its name was proposed and launched. It was never an active office or entity. -- Barakaat Group of Companies P.O. Box 3313, Dubai This name was also used for Al-Barakaat Group of Companies Somalia Ltd., As listed above. It is the holding company that represents the four companies listed in para 3. -- Baakaat International Companies (BICO) Dubai This entity existed in the 1990s.
