1. Deputy Assistant Secretary for Defense Vicki Huddleston
and Kenya-U.S. Liaison Office Chief Col. McNevin delivered reftel
demarche regarding transfer of Ukrainian-origin LME by the
government of Kenya (GOK) to the Sudan People's Liberation Army
(SPLA) to Kenyan Assistant Minister for Defense David Musila and
Chief of General Staff General Jeremiah Kianga on December 8. Col.
McNevin also discussed the issue further with the Kenyan Director
of Military Intelligence Philip Kimeru on December 9. In both
conversations, the GOK representatives assured DASD Huddleston and
Col. McNevin that no tanks would be delivered to the SPLA for the
foreseeable future. More detailed reporting will follow septel.
