Category "A" Membership in IMO Council

(SBU) EconOff delivered reftel demarche to Ahmed bin Sa'id Al
Kathiri, Deputy Chief in the American Affairs Department at the
Ministry of Foreign Affairs on October 7, 2009. Al Kathiri said
that Category A "would not be full without the U.S." and that this
would be an "easy thing for [Oman] to support." Al Kathiri further
indicated that the "U.S. will have [the] Oman vote." Al Kathiri
qualified his statements by indicating that the International
Organizations Department (IOD) at the MFA makes the final
recommendation, but that he had provided the IOD with the
aide-memoire and diplomatic note on the matter.
