1. (C) On September 9 P/E Chief delivered reftel demarche to Ahmed
bin Said al Kathiri, Deputy Chief of the MFA American Affairs
Department. On Middle East peace al Kathiri reiterated Oman's
approval of the Administration's overall approach. He said,
however, that the Arabs have given enough and that it was now time
to see what Israel would give.
2. (C) While discussing Middle East peace, al Kathiri also
expressed Oman's approval of the Administration's approach to
Syria. He reiterated a point we have heard in Oman before, that
contacts at the highest (presidential) level were essential. "That
is how we do things in the Middle East," he said.
3. (C) On Iraq, al Kathiri agreed that the Arab League must be
unanimous in condemnation of violence. On Somalia, he agreed that
there must be more support for the Transitional Federal Government.
