BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS


1. (SBU) The annual Arab Gulf Cooperation Council Summit was hosted
in Muscat, Oman from December 29 to 30. Intensive preparation for
this summit, along with the celebration of Eid Al Adha, made the
month of December one of relatively few opportunities for contacts
and activities.

MEETINGS DURING THE REPORTING PERIOD


3. (SBU) On December 5, the EXBS Advisor and Pol-Econ Officer met
with Lt. Colonel Naji al-Abri, Royal Oman Police (ROP) Customs, to
discuss al-Abri's interest in risk management training. As one of
his responsibilities, al-Abri oversees a Risk Management unit which
reports to him. The EXBS Advisor has contacted a representative
from the Department of Homeland Security (DHS)/Customs and Border
Protection (CBP) to determine whether the CBP Academy can
accommodate al-Abri's request for training on risk management
issues.


4. (SBU) On December 22, the EXBS Advisor and Pol-Econ Officer met
with Brigadier Issa al-Kiyumi, the Director General for ROP Customs
and Lt. Colonel Naji al-Abri to discuss al-Kiyumi's visit to the
U.S., training programs, and equipment needs and shipments.
Al-Kiyumi indicated that he may be able to visit the U.S. in May or
June 2009 and stated that he would like to have two of his staff
accompany him. He has a particular interest in visiting the DHS/CBP
National Targeting Center. Al-Kiyumi also expressed an interest in
acquiring an X-Ray Backscatter machine for passenger inspections.
(Note: An X-Ray Backscatter machine acquisition should not be
considered until after al-Kiyumi visits the U.S. and has an
opportunity to observe the capabilities of such a machine
first-hand. End note.) Land border training, to be conducted both
in the U.S. and Oman, was also discussed. While this training in
the U.S. would focus on operations at a border crossing facility,
the training in Oman would concentrate on sensors and GPS
capabilities in a field environment apart from border crossing
points. Al-Kiyumi is very interested in attending the "Workshop on
the Implementation of Security Council Resolution 1540" which is
tentatively scheduled to take place in Doha, Qatar in February,

2009.

7. (SBU) The National Nuclear Security Administration (NNSA) of the
Department of Energy (DOE) is tentatively scheduled to conduct a
nonproliferation and export control workshop in Muscat, Oman from
January 25 to 27, 2009 (reftel).


8. (SBU) A Targeting and Risk Management workshop is tentatively
scheduled to be held in Salalah, Oman from January 17 to 21, 2009.
The U.S. Coast Guard is expected to participate in this workshop and
provide training on ship searches.
