(C) While presenting a demarche on another subject at the Ministry
of Foreign Affairs on November 17, Pol Econ Chief took the
opportunity to inform the Government of Oman of the United States'
designation of First East Export Bank as well as Ali Divandari,
chairman of Bank Mellat, under Executive Order 13382 on blocking
the property of weapons of mass destruction proliferators and their
supporters. Counselor Ahmad bin Sa'id bin Umar al-Kathiri, Deputy
Director of the American Affairs Department, promised to
disseminate the information to all applicable GoO bodies. He said
that while he doubts that the designated entities operate in Oman,
which is not a financial center, Oman will take all action required
by UNSCRs 1737, 1747, and 1803.
