1. (C) Poloff delivered the reftel demarche to MFA's
International Organizations Department. Second Secretary
Anna Ignatieva, after consulting with her superiors,
responded that the sanctions issue was currently under
interagency consideration, but the Russian UN mission will
have a response to the U.S. proposal by Monday, April 20, as
requested. With regard to the Russian political commitment
not to block the designations of entities and goods tied to
the DPRK's WMD and missile related activities, Ignatieva
stated that the only commitments the GOR made were contained
in the text of the Presidential Statement, and Russia will
discuss the designation matter in the 1718 Committee.
