We delivered ref A demarche on April 8 to MFA Pakistan Desk
Chief Andrey Starkov, who reiterated that Russia would attend
the Pakistan Donors' Conference in Tokyo as an observer and
not as a donor (ref B). He understood that Russia would be
represented at the conference by a "high level official" from
the Russian Embassy in Tokyo.
