REFTELS: USDOC 0469 ¶1. Unauthorized disclosure of the information provided below is prohibited by Section 12C of the Export Administration Act. ¶2. Reftel requested a post-shipment verification to determine the legitimacy and reliability of the end-user, Multyservisnaya Radioset, Moscow, Russia. The company is listed on BIS license applications: NLR as the ultimate consignee of 52 static converters for telecommunications and mobile communications equipment and assemblies and components. These items are controlled for national security, anti-terrorism and encryption reasons under ECCN 5A002 and 5A992. The licensee is Extreme Networks, 3585 Monroe Street, Building 4, Santa Clara, CA 95051. ¶3. On March 16, 2009, Export Control Attach Peter Liston and LES Natalya Shipitsina conducted the requested post-shipment verification at the offices of Multyservisnaya Radioset, 2nd Setunskiy Proezd, 13/2, Moscow, Russia. The export control team met with Isak Alon, Head of the Logistics Department. ¶4. Multyservisnaya Radioset was founded in 2005 as an open joint stock company in the telecommunications industry. Multyservisnaya Radioset is partially owned (approximately 45%) by the Moscow city government and employs approximately 70 people. Multyservisnaya Radioset was established primarily to build a multi-service transport network of fiber optics for wimax and wifi network for the city of Moscow and the surrounding suburbs. ¶5. Isak Alon stated that 95% of the commodities in reftel have already been installed in the network for the project with the Moscow city government. Alon stated that the network will be utilized by almost of the Moscow municipalities. Alon stated that Multyservisnaya Radioset has used some of the reftel commodities in the fiber optics network for wifi in the schools within the Moscow city limits. ¶6. Multyservisnaya Radioset has a legitimate need and a legitimate end use for the reftel commodity. Isak Alon was not evasive when answering the export control teamQs questions. The export control team saw no indications of impropriety and the equipment was being used for which it was licensed. ¶7. Recommendations: Post recommends Multyservisnaya Radioset, Moscow, Russia, as a reliable recipient of sensitive U.S. origin commodities. (FCS MOSCOW/JMARKS/PLISTON) BEYRLE
