Reftel requested a Post-shipment verification to determine the legitimacy and reliability of the end-user, Scientific-Production Firm VD MAIS, Kiev, Ukraine. These commodities are controlled for national security (NS),missile technology (MT),nuclear non-proliferation (NP) and anti-terrorism (AT)reasons. The exporter is Actel Corporation, 2061 Stierlin Ct., Mountain View, CA 94043. ¶3. On January 30, 2009, Export Control Attach Peter Liston and LES Yuriy Prikhoko conducted the requested post-shipment verification with the Scientific QProduction Firm VD MAIS, 29 Zhilyanska Street, Kiev, Ukraine. The export control team met with Aleksay Velentik, General Director. ¶4. The Scientific QProduction Firm VD MAIS (VD MAIS) was established in 1993 as a distributor of electronic components for the local market. VD MAIS has 200 employees working in 7 locations throughout the Ukraine. VD MAIS is the number one distributor of electronic components in Ukraine and had $37.7 million in revenue in 2007. VD MAIS also publishes a monthly electronics information magazine called QElectronic Components and SystemsQ. VD MAIS owns the 14,500 square foot building where their distribution headquarters in located. They occupy 10,000 square feet and rent out the rest. ¶5. The commodities in reftel are part of their distribution supply. VD MAIS produced an invoice for the export control team showing the sale of the reftel commodity to a local merchant. ¶6. The export control team determined that the reftel commodity is being used for the end use for which it was licensed. There are no indications of impropriety and the consigneeQs answers were not evasive. ¶7.
