1. (C) We delivered reftel demarche to the MFA's
International Organizations Crisis Management Section Head
Viktor Alexandrovich Leplinskiy on November 23. Leplinskiy
noted that the GOR will continue to abstain in most votes for
anti-Israel resolutions in the UN General Assembly, citing
the fact that UNGA resolutions are not obligatory and stating
that the GOR's vote would not affect the passage of these
resolutions, which reflect the "discussion club" nature of
the UNGA. He noted that the GOR focused mainly on UN Security
Council and bilateral discussions in order to reach a
peaceful solution in the Middle East, and in these forums
would continue to work closely with the United States.
