Shestakov noted that, from his perspective, membership in the
contact group for piracy had always been open to all
countries. We clarified that, rather than have a limited
membership of the group, the U.S. wants to move instead to a
concept of participation. In response to Shestakov's query,
we stated that the U.S. does not intend to place this item on
the agenda for the upcoming meeting.
