1. (C) On August 12, CDA conveyed to Igor Neverov, Director
North AMERICA Department and Acting Deputy Minister, reftel
points urging GOR cooperation on a UN Security Council
Presidential Statement. Neverov stated that the U.S. and
Russian delegations would likely discuss the issue in New
York. He indicated that he would pass our request to Deputy
Minister Aleksey Borodavkin.
2. (C) Additionally, our British and French counterparts
told us they jointly demarched Gennadiy Gatilov, Director,
International Organizations Department, on this topic.
Gatilov claimed that this was a domestic matter and the
Security Council should not be involved. He believed a
Presidential Statement would be inappropriate. Gatilov
indicated that the GOR would make a press statement closer in
content to those released by the PRC and African countries.
