1. (C) Ambassador delivered draft documents (reftel) and
Russian language translations May 19 to Deputy Foreign
Minister Ryabkov. (DCM had earlier also passed copies to MFA
North Americas Department Director Neverov, and a copy was
also delivered to MOD General Lieutenant Buzhinskiy.)
Ryabkov thanked the Ambassador for the comprehensive texts
and assured him that they would be distributed to relevant
departments and agencies within the Russian government
immediately.
2. (C) With regard to the envisioned May 26-29 visit to
Moscow of a delegation headed by Ambassador Mull to discuss
the texts, Ryabkov promised to provide comments on the agenda
for discussions of JDEC, non-proliferation and lethal transit
issues as soon as possible, as well as a schedule outlining
the proposed order for discussing issues. He said he looked
forward to the visit and to progress on these and other
topics related to President Obama's July visit to Moscow.
