REFTELS: REQUEST FORM #04210003 DATED 4/21/2009 ¶1. Unauthorized disclosure of the information provided below is prohibited by Section 12C of the Export Administration Act. ¶2. Reftel requested a post-shipment verification to determine the legitimacy and reliability of the end-user, Radiocomp, Moscow, Russia. The company is listed on BIS license applications: NLR as the ultimate consignee of one general purpose electronic equipment, auto data processing machine and evaluation board, one VS synthesizers and electronic devices and components, 67 integrated circuits, 16 fixed attenuator transistors other than photosensitive GT=1W. These items are controlled for national security, anti-terrorism, missile technology and nuclear non-proliferation reasons under ECCN 3A001, 3A002 and 3A992. The licensee is Seki Technotron USA, 2220 Martin Avenue, Santa Clara, CA 95050. ¶3. On April 27, 2009, Export Control Attach Peter Liston and LES Natalya Shipitsina conducted the requested post-shipment verification at the offices of Radiocomp, 8, Aviamotornaya Street, Moscow, Russia. The export control team met with Viktor Kochemasov, General Director. ¶4. Viktor Kochemasov established Radiocomp in 2001 as an importer of electronic components and has 15 employees. The company is co-located with the Moscow Technical University of Communications and Information. Prior to establishing Radiocomp, Kochemasov was Deputy Director of the University. Radiocomp is the sole supplier of electronic components to the University, but supplies U.S. origin electronic components to companies throughout Russia and Belorussia. Radiocomp does not re-export U.S. origin components. ¶5. Viktor Kochemasov, doing business as the Deputy Director of the Moscow Technical University of Communications and Information and now the General Director of Radiocomp, has been the subject of three end use checks conducted by the Moscow export control office dating back 7 years. The checks have all been positive. ¶6. The export control team found no indications of impropriety at Radiocomp. The company is using the equipment for which it was licensed. The consigneeQs answers were open and frank and not evasive. ¶7. Recommendations: Post recommends Radiocomp, Moscow, Russia, as a reliable recipient of sensitive U.S. origin commodities.
