2. Reftels requested a post-shipment verification to determine the
legitimacy and reliability of the end-user, ISTC - International
Science and Technology Center, Moscow, Russia. The company is listed
on BIS license application: NLR as the ultimate consignee of one (1)
water-cooled loadbank connector valve for electrical apparatus,
model no. WCL488-1000-120000-400V. No ECCN number given for this
item. The licensee is Transistor Devices Inc., 36 Newburgh Road,
Hackettstown, NJ; and license application: D404449 as the ultimate
consignee of 2 model MPT2-MCA double width NIM electronic
instruments. These items are controlled for anti-terrorism reasons
under ECCN 3A992. The licensee is Canberra Industries, Inc., 800
Research Parkway, Meriden, CT 06450.
3. On April 29, 2009, Export Control Attach Peter Liston and LES
Natalya Shipitsina conducted the requested post-shipment
verification at the offices of ISTC-International Science and
Technology Center (ISTC). 32-34, Krasnoproletarskaya Street, Moscow,
Russia. The export control team met with Dmitry Ivlev, Deputy Chief
Procurement Officer.
4. The ISTC is an intergovernmental organization connecting
scientists from Russia, Georgia and other countries of the
Commonwealth of Independent States (CIS) with their peers and
research organizations in Canada, UE, Japan, Republic of Korea,
Norway and the United States. ISTC facilitates international
science projects and assists the global scientific and business
community to source and engage with Russian and CIS institutes that
develop or possess an excellence of scientific know-how. The ISTC
was established in 1992 and began operations in 1994. It has over
200 employees from 40 countries, including the United States.
5. The objectives of the ISTC are to provide weapons experts in the
CIS the opportunity to redirect their talents to peaceful
activities; contribute to the solution of national science and
technology problems; reinforce the transition to market economies;
support basic and applied research; and promote integration of CIS
scientists into the global scientific community.
6. The commodities in reftel were purchased and imported for
RFNC-VNIIEF Institute of Nuclear & Radiation located in Sarov,
Russia. Sarov was formally known as Arzamas-16, a closed and secret
city during Soviet days.
7. ISTC has a comprehensive compliance program in place. Licensable
technology received by Russian customs is cleared by ISTC staff and
transported to its secure warehouse in Moscow. The commodities are
logged in and out, documented with both a paper and electronic copy
of the transaction. When the ultimate consignee picks up the
commodities at ISTC, a record of that transaction is also recorded.
8. The export control team found that the reftel commodities are
being used for the end-use for which they were licensed; there are
no indications of impropriety; and Dmitry IvlevQs answers were not
evasive.
8. Recommendations: Post recommends ISTC-International Science and
Technology Center, Moscow, Russia, as a reliable recipient of
sensitive U.S. origin commodities.
