1. Unauthorized disclosure of the information provided below is
prohibited by Section 12C of the Export Administration Act.


2. Reftel requested a Post-shipment verification to determine the
legitimacy and reliability of the end-user, Nexel Enterprises Inc.,
doing business with in cooperation with Ulyanovsk Instrument
Manufacturing Design Bureau (UIMDB),Krymov St., 10A, Ulyanovsk,
Russia. The company is listed on BIS license application: NLR as the
ultimate consignee of one monitor automatic data processing,
navigation direction finding equipment, airborne communication
equipment, aircraft inertial navigation systems. These items are
controlled for anti-terrorism and regional stability reasons under
ECCN 7A994. The licensee is Korry Electronics, 810 Dexter Ave.,
North Seattle, WA 98109.


3. On January 14, 2009, Export Control Attach Peter Liston and LES
Natalya Shipitsina conducted the requested post-shipment
verification with UIMDB, Krymov St., 10A, Ulyanovsk, Russia. The
export control team met with Nikolay Makarov, General Director,
Viktor Budkevich, Head of business connections department and Viktor
Kozhevnikov, Deputy General Director. The export control team was
given a complete tour of the UIMDB facility and manufacturing
plant.


4. Ulyanovsk Instrument Manufacturing Design Bureau (UIMDB) was
founded in 1954 as a State owned enterprise. In 1980 UIMDB began to
specialize in electronic display units and warning systems for the
avionic industry. In 1993 UIMDB became a subsidiary of Aviapribor
of Moscow, Russia, a privately held joint stock holding company.
UIMDB still specializes in electronic display units for the aviation
industry with a small department involved in producing electronics
for Hydro Turbine plants. UIMDB has five divisions within their
operational structure; an aircraft management systems division; an
air data measuring equipment & electrical engineering division; an
avionics and IMS components division; a hydro turbine management
systems and power station division; and a helicopter information
control systems division.


5. UIMDB is located within a secure guarded facility that requires
identification card access. Viktor Budkevich, Head of business
connections department and Viktor Kozhevnikov, Deputy General
Director toured the facility with the export control team, where the
export control team was shown secure, locked locations within the
facility where UIMDB stores the NLR items received from Korry
Electronics before they are placed in electronic display units.


6. The subject commodity in reftel was already placed inside an
electronic display unit and going through additional testing at the
UIMDB facility prior to being sold commercially in the Russian
market. UIMDB showed the export control team an inventory control
file that detailed every movement of the subject commodity in
reftel, from its purchase, its arrival in country and customs
clearance, its testing at the facility, its placement in storage, to
its placement in a display unit for testing.


7. Recommendations: Post recommends Nexel Enterprises Inc., doing
business with in cooperation with Ulyanovsk Instrument Manufacturing
Design Bureau (UIMDB),Ulyanovsk, Russia as a reliable recipient of
sensitive U.S. origin commodities.
