(U) On October 26, poloff delivered reftel demarche to Uruguayan MFA Multilateral Department's UN specialist, Gabriela Ortigosa. Ms. Ortigosa accepted all of the points and agreed to share them with the MFA's Human Rights office, as well as with the UN representative from Uruguay. Although she could not formally commit for the GOU, she noted that Uruguay generally supports the opposition of no action motions and country-specific human rights resolutions. The GOU has also steadily oppossed the Defamation of Religions proposal, and will likely continue to do so. In general, Uruguay would be supportive of efforts for the elimination of descrimination against women, depending on the contents of the final proposal. The GOU would welcome a more open U.S. approach to the Rights of the Child treaty, and hopes that the U.S. will pursue ratification. Ms. Ortigosa had no GOU positions or upcoming resolutions to report. Matthewman
