1. Charge Matthewman met September 10 with Foreign Minister
Pedro Vaz, and during that meeting delivered reftel
invitation and draft statement. Vaz noted with regret that
the Uruguayan delegation would be departing the U.S. on
September 25, and would therefore not be able to attend
the Secretary's event.
