URUGUAY SUPPORTS U.S. PRIORITIES FOR THE UN HUMAN

(SBU) On September 14, Poloff delivered reftel demarche on the UN Human Rights Commission priorities to the MFA's Co-Director of the Office of Human Rights, Silvia Izquierdo. Izquierdo reported that the GOU agrees with U.S. efforts to reach a consensus on improved language for the defamation of religions resolution, language that protects freedom of expression and that does not discriminate against any religions. With regard to Colombia and Mexico's resolution for a new mechanism to combat discriminatory laws against women, Izquierdo noted that in theory, the GOU supports such measures, but that they would need to see the resolution before committing support. She reported that the GOU generally supports the continuation of mandates, mentioning specifically Sudan. In regards to extending mandates in Somalia and Cambodia and provision of technical assistance to Burundi, although she suspected GOU support, she was unaware of any concrete support for these items within the GOU. She was also unaware of Russia's resolution on traditional values, but agreed in principle that it could be problemic if not well defined. Izquierdo also reported that GOU priorities include: realignment with the Vienna Declaration, human rights for migrants in detention centers, and the right to food. Schandlbauer
