SUBJECT: MONTEVIDEO B1/B2 VALIDATION STUDY


1. SUMMARY: Embassy Montevideo conducted a validation study of B1/B2
visa issuances to Uruguayan nationals using information from DHS's
Advanced Targeting System (ATS),Arrival Departure Information
System (ADIS),and follow-up telephone calls, Post identified an
overstay rate of less than one percent. END SUMMARY.


2. B1/B2 applicants comprise approximately eighty percent of
Montevideo's
annual NIV workload. Using a random number generator, Post
generated a sample group of 1,089 visas issued between 01/01/08 and
12/31/08, approximately 10% of the 10,800 B1/B2 visas issued to
Uruguayan nationals during that period.
The sample was submitted to CA/FPP for assistance in checking
arrival and
departure information via ATS and ADIS. The ATS and ADIS data
eliminated all but 29 cases which were then checked with follow-up
phone calls made by the Fraud Clerk. The results indicate that
Uruguay has an overstay rate of well under 1% and that there is no
discernible pattern in the demographics of people who overstay.

The confidence interval was calculated to be +/- 0.6% or 99%+
confidence in the results.


3. For the period in question, Post's refusal rate for Uruguayan
nationals soliciting B visas was 7.16%.
