(U) On May 20, 2009, Post's Emergency Action Committee (EAC)was convened to discuss the U.S. position concerning unreleased detainee photographs (See reftel A) and also recent narco-related violence in the Monterrey Area. EAC participants included the CG, CONS, POL/ECON, RSO, DEA, ICE, MGT, FBI, GSO, and FAS. ¶2. (SBU) EAC members do not anticipate any adverse local reaction to the unreleased detainee photographs. EAC members have received no information from GOM police or intelligence sources indicating an increased threat against U.S. citizens or U.S. interests within the consular district. ¶3. (SBU) EAC members also discussed three recent shooting incidents in the city of Monterrey. On May 14, a federal police commander and, in a separate shooting later that day, two assumed drug traffickers were attacked by gunmen (See reftel B). The police commander escaped unharmed but the drug traffickers were seriously wounded. On May 19, a commander of the state ministerial police was attacked by gunmen while exiting a grocery store. The commander was not injured but one of the gunmen was killed by police officers responding to the attack. These recent high profile incidents are part of a trend of increasing violence in the Monterrey area. The EAC concluded that Post's security posture remains appropriate for the situation, and has advised Consulate employees to remain alert to protect their personal safety. ¶4.
