1. (C) Poloff delivered demarche in coordination with Emboffs
from the French and British Embassies. We emphasized that a
P5 1 delegation, including Under Secretary Burns, was in the
process of meeting with Iranian representatives October 1, at
the same time as our meeting with Julian Juarez Cadenas, the
Secretariat of Foreign Affairs' (SRE) Director General for
Nuclear, Security, and Legal Issues. We underscored that,
based on the troubling information regarding the secret
facility the Iranian Government has been constructing for the
last several years, the burden is clearly on Iran to prove
the nature of its nuclear program is peaceful. In
coordination with the French and British Emboffs, Poloff
asked Juarez that the GOM make public statements in the IAEA
Board of Govenors or elsewhere in support of this policy.
2. Juarez told us that the GOM shared our concern regarding
the discovery at Gom. Mexico no longer sits on the IAEA
Board of Govenors, as it stepped down from the rotating seat
in September. However, Juarez noted that the UN's First
Committee commmences its work next week and told us the GOM
would voice its concern over the issue in that forum.
