UNCLAS MEXICO 002570 SIPDIS E.O. 12958: N/A TAGS: PREL MX SUBJECT: MEXICO REQUESTS USG SUPPORT FOR CANDIDACY TO THE UNITED NATIONS JOINT INSPECTION UNIT ¶1. Mexico's Foreign Secretariat (SRE),per diplomatic note 003797 dated July 24, 2009, announced its decision to propose Mr. Jorge Duhalt as a candidate to the United Nations Joint Inspection Unit for 2013-2017 term in elections to be held during the 67th General Assembly of the United Nations in ¶2012. Mexico seeks U.S. support for Duhalt's candidacy. ¶2. In the document attached to the note, Mexico provides background information on Duhalt. He studied economics at the National Autonomous University of Mexico (UNAM),where he also studied for a Masters degree in economic and social planning. In addition, he studied at the University of Sussex in the United Kingdom and the International Institute for Administration in France and recieved his Doctorate in development economics from the University of Paris. Duhalt has worked for numerous GOM agencies including the National Council for Science and Technology, the Ministry of Health, and the Secretariat of Foreign Relations (SRE). In SRE, he has served in a variety of positions and has been the Deputy Head of Mission in the Mexican embassies in Belgium, Algeria, Australia, and currently, Trinidad and Tobago. Duhalt worked for the UN from 1988-1996 in various capacities including as a delegate to the Second and Fifth Committees of the General Assembly and as a member of the Committee on Contributions, the Joint Staff Pension Board, and the Advisory Committee on Administrative and Budgetary Questions. ¶3. Action Request: Embassy requests Department guidance on responding to Mexico's appeal for support.
