UNCLAS MEXICO 001863 SIPDIS FOR IO AND ISN/CPI (FELIPE),USUN, T E.O. 12958: N/A TAGS: PARM PREL MNUC MTCRE KN MX SUBJECT: MEXICO ON IMPLEMENTING UN SECURITY COUNCIL RESOLUTION 1874 REF: STATE 65483 ¶1. Poloff conveyed points on the implementation of UN Security Council Resolution (UNSCR) 1874 (reftel) June 26 to Julian Juarez Cadenas, Deputy Director General for UN-Related Security and Legal Issues at the Foreign Secretariat (SRE) and Fernando Gonzalez, SRE,s Deputy UN Director General for Security Council Affairs. Juarez told Poloff that the Government of Mexico (GOM),as one of the non-permanent members of the UN Security Council that voted in favor of the resolution in a unanimous decision, fully supports the resolution. He said that the challenge now is to implement all of its provisions completely. ¶2. Gonzalez for his part told Poloff that SRE was organizing a meeting with all relevant GOM entities to implement the resolution. He said that sections of UNSCR 1874 that refer to "reasonable motive in the interdiction of ships" (PO 11, 12, and 17) are ambiguous and the GOM would like to seek clarification with the UN North Korean sanctions committee or the USG on this aspect of the resolution based on concerns expressed by GOM entities. He thanked Poloff for the timely provision of the implementation points.
