1. Poloff conveyed points (reftel) June 17 to Julian Juarez
Cadenas, Deputy Director General for UN-Related Security and
Legal Issues at the Foreign Secretariat (SRE),stressing the
importance the U.S. attaches to the G-8 Global Partnership
Against the Spread of Weapons and Materials of Mass
Destruction (GP) and urging Mexico to give membership its
fullest consideration. Juarez told Poloff that he would need
to consult with colleagues and will inform us in short order
whether the Government of Mexico (GOM) would like to receive
USG experts.
2. The GOM is wary of making commitments to international
organizations that operate outside of the United Nations. It
recently conducted an internal review of all voluntary
contributions to and membership in international
organizations as mandated by President Calderon in December
2006 and again in May 2008. The criteria was whether
contributions were of some benefit to Mexico, which Juarez
maintained was the tenth largest contributor to the United
Nations.
3. Post will inform the Department as soon as Mexico gets
back to us with further insight into its views on potentially
joining GP.
