On 6/9, the Deputy PolCouns joined representatives of the UK
and French Embassies in urging Mexico to support the
extension of the HRC's Special Rapporteur on Sudan. Reyna
Torres Mendivil, the Deputy Director General of the Foreign
Ministry's Office of International Policy on Human Rights,
agreed this decision spoke to the credibility of the HRC. At
the same time, she stressed the importance Mexico attached to
negotiating terms agreeable to the host government (Sudan)
that would also enjoy the support of the African Group.
Without this, Mexico did not believe the rapporteur could
hope to be very effective. At the end, she made it clear
Mexico intended to vote in favor of a resolution to extend
the mandate but intimated GOM reluctance about advocating
support for the resolution with other GRULAC members absent
wider African support.
