(SBU) Poloff spoke April 20 with Jose Rodriguez del Toro, Assistant Director of Material Resources of the Acapulco Municipal Government, about the post-shipment end-use check on license 050140290 (reftel). Rodriguez said that his office handled procurement for the municipality. Rodriguez confirmed that the municipality received the order for 410 hard armor plates from distributor Uniforms Julian S.A. de C.V. He affirmed that the plates then were delivered to the municipal police department of Acapulco. He sent Poloff an exchange of official letters between the Director of Material Resources Jose Luis Flores Vinalay and Secretary of Protection and Viality General Brigadier Serafin Valdes Martinez of Acapulco, including a receipt, about the transactions. The receipt, dated February 5, shows that all the articles were received by the warehouse of the Secretariat of Protection and Viality. Valdez Martinez indicated in his letter to Flores Vinalay that they will be used by the Model and Reaction Units of the police department. Poloff also spoke to Maria Elena Gil, Administrative Assistant at the Acapulco police department, who confirmed receipt of the 410 hard armor plates. ¶2. (SBU) Poloff discussed April 22 the sale of the plates with Walberto Plumeda, Chief of Purchasing of Uniforms Julian, S.A. de C.V., the distributor in the transaction. Plumeda confirmed that his company purchased 410 hard armor plates from the manufacturer, Point Blank Solutions, Inc. of Pompano Beach, Florida, with an export permit issued by the Department of State, and resold all of them to the Acapulco Municipal Government. He explained that his company did not charge any commissions or fees in the transaction as it was a resale of the items. Plumeda said that the body armor was delivered to the municipality in Acapulco directly from the freight forwarder in El Paso, Texas. Plumeda asserted that he understood the regulations governing the import of U.S.-origin defense articles, including restrictions on re-transfer and re-export. Uniforms Julian, S.A. de C.V. seems to be a bona-fide company. ¶3. (SBU) Poloff found no unwarranted actions during the sale and delivery of the controlled items with the distributor or the end-user in this transaction.
