VOTE ON "DEFAMATION OF RELIGIONS"

On December 1, Ambassador Irving and Pol/Econ Officer Pike
delivered points per reftel to Ministry of Foreign Affairs
and Cooperation Undersecretary for Administration Clement
Mabuza in the absence of the Foreign Minister, Acting Foreign
Minister, and Principal Secretary. The Ambassador and
Pol/Econ Officer argued the U.S. position was in accordance
with Swazi Constitution, and asked for Swaziland to abstain
if it could not oppose the UN "defamation" of religion
resolution. Mr. Mabuza had no substantive response regarding
Swaziland's position, but indicated he would pass the
information on to the Foreign Minister.
