1. POLOFF met with the Director of Legal Affairs in the Ministry
of Foreign Affairs on April 7. The Director stated that he
would have to consult with the "authorities," presumably the
Foreign Minister and Principle Secretary for Foreign Affairs.
However, he was confident that Lesotho will support the US
government's bid to join the human rights council. He stated
that Lesotho "wants to see the council succeed" and that it "can
only help if the US joins."


2. He also requested to know whether the US position towards the
International Criminal Court has or will change with the new
administration. He asked for information on the
administration's stance concerning the Comprehensive Nuclear
Test Ban Treaty. Post will continue to provide the MFA
information on these issues.


3. In addition, he informed us that Lesotho is planning to
become a member of the IAEA in the near future. He says that
"the instrument is on its way," though no date has been set for
an official announcement.
