The Government of Mozambique has received financial assistance from the African Development Bank, World Bank and other donors for funding the Financial Sector Technical Assistance Project (FSTAP) in the country. The overall objective of the FSTAP is to improve the soundness and efficiency of the financial sector, so as to strengthen its contribution to economic growth and poverty reduction in Mozambique. The project intends to develop the institutional capacity of the financial sector through the funding of activities that aims to: (a) strengthen the regulatory and supervision framework for banking and non-banking financial institutions, including the insurance and pension sectors; (b) strengthen the social security coverage and management; (c) develop an efficient and effective national payment system; (d) improve the legal and judicial environment for loan provision operations; and (e) extend the financial services, especially to rural areas through the improvement of micro finance companies operations. Part of the funds is to be used to support consultancy services to assist the Bank of Mozambique (Central Bank) in drafting e-banking regulation and risk evaluation. ¶8. The consultancy will include, but not limited to: (i) Make assessment of the impact of using the new Information and Communication Technologies (ICT),in the operational risk and make recommendation for mitigation; (ii) Evaluate the cost of ICT for the banks versus charges by the banks for using those means; (iii) Draft e-banking regulation in light of the new payment law, and (iv)Design and implement a training program for DSB in matters of e-banking supervision as well as for DEP. For this consultancy the Project Implementation Unit (PIU) intends to hire consultancy firm or consortium with relevant and proved experience to demonstrate (a) experience in the banking sector, (b) experience in matters of prudential regulation or international financial normalization related to e-banking, (c) experience in developing country, and (d) proven experience in projects involving training as one of core activity. ¶9. The FSTAP Project Implementation Unit (PIU) now invites qualified consultants to express their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc).
