7. The Republic of Mozambique has applied for a loan
from the African Development Fund (ADF) to finance
jointly with the Japan International Cooperation
Agency (JICA) and the Export-Import Bank of Korea
(EXIM) the Nampula-Cuamba Road project and intends to
apply part of the proceeds of the loans for the
eligible payments for consulting services for design
review, pre-contract services and supervision of the
civil works contracts:
Contract 768/DIPRO/2008:
Lot A Q Nampula-Ribaue 131 KM length
Contract 769/DIPRO/2008:
Lot B Q Ribaue-Malema 103 Km length
Contract 770/DIPRO/2008:
LotC Q Malema-Cuamba 114 Km length
Disbursements under these contracts will be subject to
the approval of the loans by the ADF, JICA and EXIM.
8. Three consulting firms, one for each civil works
contract, will be required to undertake design review,
pre-contract services and supervision of the civil
works. Each firm will be eligible for the award of a
maximum of one contract under the project. The
responsibility of the selected firms will include,
inter alia, the following:
- Design review;
- Assisting the Executing Agency with the tender
process Q Review of land acquisition requirements;
- Review of arrangements for the diversion of services
and public utilities;
- Supervision of the civil works;
- Superintendence during the maintenance defects
liability period;
- Preparation of monthly and quarterly progress
reports; and
- Preparation of the project final completion report.
The National Roads Administration (ANE) now invites
consulting firms to indicate their interest in
providing the services referred above. Interested
firms must provide a statement of capability
indicating the firmQs experience and qualification to
provide the required services through submission of
brochures, description of comparable assignments in
similar conditions and availability of resources and
appropriate skills among staff. The pre qualification
is open to consulting firms as defined in the African
Development BankQs Rules of Procedure for the Use of
Consultants. The best qualified firms will be invited
to submit technical and financial proposals. The

selection of a consulting firm for the services will
be through and evaluation of the proposals received
based on QQuality and Cost Based Selection (QCBS)Q.
Consultants should indicate preference for the
contracts in which they are interested. Submissions
for pre qualification must be delivered at the address
on Item 6B by July 28, 2009 at 15:00 (local time).
