The Millennium Challenge Corporation (MCC),on behalf of the United States Government, and The Ministry of Planning and Development (MPD) on behalf of Government of Mozambique have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mozambique (the "Compact") in the amount of approximately USD 507 million (MCC funding). The Government, acting through Millennium Challenge Account Mozambique ("MCA- Mozambique"),intends to apply a portion of the MCC Funding to eligible payments under a contract for which the Request for Proposals is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the compact and related documents, including restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No party other than the Government and MCA-Mozambique shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The objective of the proposed program is to reduce poverty through economic growth in Niassa, Cabo Delgado, Nampula and Zambezia by focusing on physical assets investments, policy reform, capacity building and institutional strengthening. The program contains four projects: (i) the Water Supply and Sanitation Project (WSSP),(ii) the Roads Project, (iii) the Land Tenure Services Project, and (iv) the Farmer Income Support Project. Implementing entities for the various proj
ects will include government ministries and agencies, NGO's, private companies, or other entities. ¶8. This Invitation for Proposals follows the General Procurement Notice that appeared in dgMarket and UNDB Online on April 28, 20009 and Jornal Noticias on May 5, 2009. MCA-Mocambique now invites consultants to submit "Proposals" to provide the consultancy services referenced above to develop the Farmer Income Support Project, in Zambezia and Nampula Provinces. The Service provider will provide services to increase farmer income by introducing modern productivity practices to poor households in the target provinces for production of key agriculture crops in demand by domestic and export markets. Specially, the Service Provider will carry-out actions to control the spread of Coconut Lethal Yellowing Disease ("CLYD") which is devastating productivity and income generation of the MAPUTO 00000635 002.2 OF 002 coconut industry. Also, the Service Provider will work with these target households to diversify and develop value-chains of short-term crops such as pulses, tubers, and vegetables to reduce risks associated with mono-cropping to better stabilize sources of nutrition and incomes for poor households in the project area. The Service Provider will develop capacity of responsible public and private institutions to develop and apply plant protection protocols to ensure viability and sustainability of the key agriculture value-chains for future generations; including monitoring and managing social risks associated with the intervention strategy. All aspects of this project will be conducted following a process of community/small farmer participation in design, awareness, and monitoring of service delivery. More details on the services are provided in the Terms of Reference. The Request for Proposal ("RFP") is open to all eligible entities or persons ("Consultants") who wish to respond. Consultants may only associate with each other in the form of a joint venture or in a sub- consultancy agreement to complement their respective areas of expertise to enhance their capacity to successfully carry out the assignment and so long as any association is otherwise formed in accordance with the terms of the RFP. A Consultant will be selected under the "QBS"(Quality Based Selection) method, the evaluation procedure for which is described in sections of the RFP in accordance with: MCC Program Procurement Guidelines which are provided on the MCC website: www.mcc.gov.
