7. The Government of the Republic of Mozambique has
received funds from the African Development Bank
(AfDB) and the OPEC Fund for International Development
towards the costs of the Electricity III Project and
intends to apply parts of the funds to cover eligible
payments under Contract Packages 1 and 2. The
objective of the project is to satisfy the growing
demand for electricity and to improve access to
electricity as well as the quality and reliability of
supply in Gaza, Inhambane and Nampula Provinces.

All components will be combined in two bid packages,
one covering the Gaza and Inhambane Provinces and the
other covering Nampula Province. Procurement will be
on a supply and installation basis through
International Competitive Bidding (ICB). The document
format will be QSupply and Installation of Plant and
EquipmentQ of the World Bank adapted to reflect the
Rules of Procurement of the African Development Bank.
Electricidade de Mocambique (Employer) invites sealed
bids from eligible Bidders for the construction and
completion of distribution networks as given below:

Package 1: For Gaza and Inhambane Provinces
(i) Supply and assembly of about 228 km, 33 kV
overhead lines;
(ii) Supply and assembly of about 154 km,
0.4/0.23 kV overhead lines;
(iii) Supply and assembly of about 67 of 33/0.4 kV
overhead transformer stations;
(iv) Connection of about 4500 consumers.

Package 2: Supply of Power to the Nampula Province,
including the:
(i) Supply and assembly of about 247 km, 33 kV
overhead lines;
(ii) Supply and assembly of about 63 km, 0.4/0.23
kV overhead lines;
(iii) Supply and assembly of about 22 of 33/0.4 kV
overhead transformer stations;
(iv) Connection of about 3400 consumers.



8. Bidding will be conducted through the
International Competitive Bidding procedures specified
in the Guidelines: Rules of Procedure for Procurement
of Goods and Works under African Development Bank.
Bidding is open to eligible bidders. Bids shall be
submitted on a turnkey basis covering all works,
including line survey, pole spotting, detailed design
and supply of switchgear, transformers, control
system, distribution lines, structures, etc. as well
as civil works, installation and commissioning.

Interested bidders may obtain further information from
and inspect the bid documents at the offices given on
Item 6B. A complete set of bidding documents may be
purchased by any interested eligible bidder from the
office of the Employer at the above address, upon
payment of a non refundable fee of USD 300 (three
hundred US dollars) or its equivalent in a freely
convertible currency. Only cash payment accepted (no
checks accepted). Bids must be delivered to the
Employer at the given address at or before 12:00 hours
(local time) on May 11, 2009. Bidders are required to
provide with their bid a Bid Security in favor of
Electricidade de Mocambique valid for 28 days beyond
the bid validity period for an amount equal to at
least USD 300,000 in a freely convertible currency.
Bids will be opened in the presence of the BidderQs
representatives who choose to attend at the EmployerQs
Office at 12:15 hours (local time) on May 11, 2009.
