The Government of Mozambique, represented by the Ministry of Tourism (MITUR) in cooperation with the International Finance Corporation (IFC),within the scope of actions identified for reaching the objectives set in the Tourism Policy and Strategy and in the Strategic Plan for Tourism Development, intends to launch a tender in the areas identified for tourism development in the Maputo Special Reserve. Accordingly, the site of Ponta Chemucane has been earmarked for the development of an eco-tourism project in an area of 810 hectares and in partnership with the community. MITUR, acting as the tutelage Ministry seeks to assist the Chemucane Community, as represented by a legal entity, the Associacao AHI ZAMENI CHEMUCANE, with the development of a community-public-private partnership for the construction, financing and management of an eco-tourism lodge to be located in the area identified for such purpose. The participation of the private sector will be through a sub-concession agreement with the Associacao Ahi Zameni Chemucane. To ensure that the development of the site meets these objectives, it has been reserved for investors with the basic competences and qualifications listed below. Interested parties are invited to express their interest in presenting proposals for the tender of the subconcessioning of Ponta Chemucane. The conditions for pre qualification of Tourism Promoters or Operators are: -- Tourism brand widely recognized in the region; -- Regional and international tourism marketing, operational and sales capacity; -- Top tier rate structure; -- Proven financial capacity; -- Proven track record of social responsibility, preferably with a history of community partnerships; and -- Willingness to enter into a community partnership for the development and operation of Ponta Chemucane. ¶8. Companies that fit the above profile should register their interest in writing by applying for the Request for Expressions of Interest, which must be submitted to the address given on Item 6B by February 27, 2009.
