Per reftel request, we delivered the talking points regarding
the need for an increase in Asian Development Bank
capitalization to the Philippine Department of Finance, which
is the lead Philippine agency on this issue. In response,
Finance officials told us that the Philippines cast its
affirmative vote for increasing the Bank's capital on April
