1. (U) Post delivered Diplomatic Note number 0572, formally
announcing the United States' candidacy for the UN Human
Rights Council (HRC),and a copy of the United States' "Human
Rights Commitments and Pledges" to Assistant Director Leila
Lorasantos of the Office of United Nations and International
Organizations of the Department of Foreign Affairs (DFA).
Assistant Director Lorasantos said she and her staff were
preparing to leave for Geneva and therefore could not give an
immediate response to our request for Philippine support of
the U.S. candidate in the May 12 HRC election. She indicated
that she would forward the diplomatic note to the senior
levels in the DFA, where it would receive careful
consideration. Post will follow up on this demarche with
Assistant Director Lorasantos when she returns from Geneva
April 27.
