1. (SBU) Post discussed reftel points with Director Leah
Ruiz of the Office of United Nations and International
Organizations (UNIO) of the Department of Foreign Affairs
(DFA),urging the Philippine government to instruct its UN
delegation to vote for Judge Painter in the United Nations
Appeals Tribunal elections. Director Ruiz said that her
government is relying on the recommendations from their
delegation in Geneva to achieve "geographical balance" for
the judicial positions in the newly-established system for
the internal administration of justice within the UN.
