¶1. (C) Per Reftel request regarding upcoming UN General
Assembly human rights votes, the Ambassador reinforced with
Foreign Secretary Romulo the urgency and importance of the
Philippines' vote on the upcoming no-action motion regarding
the Iran resolution.
¶2. (C) The Foreign Secretary fully understood the deep U.S.
concern that Iran not be allowed to skirt international
scrutiny of its human rights record. However, given that
Iranian Foreign Minister Mottaki is currently visiting Manila
and met with President Arroyo and Romulo on November 18, it
was apparent that Romulo believed that the Philippines had
little room for maneuver at this time. Post will continue to
press at the highest levels of the government for the
Philippines to oppose any no-action motion on Iran and to
vote in favor of the resolution itself.
