1. Post conveyed reftel points to Ms. Lizel Alcantara,
assistant to the Undersecretary for Special Concerns in the
Department of Foreign Affairs (DFA). Emboff underscored that
USG views each case under review as unique, and that we will
consider a variety of factors in reaching a decision on
whether to support maintaining a listing or to support
delisting. Ms. Alcantara expressed DFA's appreciation for
our notifying them of the USG review and its objectives, and
assured Emboff that DFA would review the Tranche 3 list for
exculpatory information, bio-identifiers, or other
information pertinent to this review.
