Post discussed reftel points with Mr. Winston Almeda, Special Assistant for Counterterrorism to the Undersecretary for Special Concerns in the Department of Foreign Affairs (DFA). Mr. Almeda conveyed the DFA's appreciation for our notifying them of the key findings of the USG review, and said the Philippines concurs with the U.S. plan to support the removal of deceased terrorists Khadafi Abubakar Janjanlani and Jainal Antel Sali Jr. from the UN 1267 Consolidated List. He added that the Philippines is conducting its own review of the 1267 list, and as part of that process DFA has been discussing with other Philippine government agencies various proposed amendments to the list. Among the amendments under consideration is a recommendation to de-list Janjanlani and Sali. Mr. Almeda could not give an estimated date for when the Philippines would complete its review, saying only that it is a long process. KENNEY
