(C) A/DCM met with MFA Legal Affairs Adviser Dr. Yusuf
Abdulkarim on January 22 to discuss ratification of Bahrain's
Comprehensive Safeguards Agreement (CSA) and follow up on a
November request that the GOB consider signing an Additional
Protocol (reftel). Dr. Yusuf expected the parliament to
complete ratification of the CSA in February, explaining that
it had cleared the lower house and all that remained was a
vote in the upper house. (Note: Government proposals
normally face little or no opposition in the appointed upper
house.) He added that the Foreign Minister had instructed
him to begin work on an Additional Protocol once the CSA was
deposited with the IAEA.
